GIMP, or GNU Image Manipulation Program, is a freely available, open-source image-editing program, similar to Adobe Photoshop. Image files may be edited or converted into other file types using the GIMP application. In addition, images, such as GIFs and JPGs, may be converted and printed as PDFs with the GIMP image editing program.
Step 1
Right-click on the JPG image to edit, and select "Open With."

Click the "GIMP Image Editor" option to open the JPG file in the GIMP application.
Step 3
Select "Print" and the "Print to File" printer option from GIMP's "File" menu. Several new options appear, including the "PDF" and "PS" printing options.

Select the radio button next to the "PDF" option.
Step 5
Type a name for the PDF file into the "Name" input box.
Step 6
Click the "Save in Folder" drop-down box and select a location where the PDF will be saved.
Step 7
Click the "Print" button. The JPG file is converted and saved as a PDF in the specified location.
